Repair of citroen jumpy steering wheel

I have a citroen jumpy 2 that the previous owner (according to him) drove with dirty hands/chemicals (?). As a result, the top of the steering wheel was degraded when I bought it, and today, the first layer went on holiday on the top part:

First question: is it really leather? How do I know it's not imitation leather?

Second question (the most important!): Can it be repaired with your flying repair kit?
